The above command would create a folder under the folder that you had selected at the time. Did you look there? A safer way to get the folder where you want it is to right click the folder where you want the new folder and select New Folder.

Go to View on the Menu Bar and make sure Folders-All is checked.

If using the AppMenu it is just Folders-All

There is NO "new folder" option under "File" only rename and delete

New folder is only under File if using the Menu Bar. Press the alt key if your menu bar is not showing. If you are using the AppMenu button (square with 3 lines) it is under New Message. I know, it makes no sense. Whoever designed the AppMenu button decided it would be fun to move the menu choices all around to keep it interesting.

The Option key is the equivalent to alt. If that does not work you need to ask the Apple genius how to work your computer.
