After reopening Firefox, it doesn't remember my previous tabs even though I set it to reopen them on start

I tried everything - deleted the session file (twice) - nothing happened. I did reset my settings to the showing home page at start and back to restoring tabs - nothing happened. I went to about:config and set my Firefox to ask me on quit, whether I want to close it with all the tabs and exit or save them - no effect.

For me, disabling the Pop-up blocking in Kaspersky AV helped.

Worked for me. I had a locked preferences file as per laxentis solution by xircal above.. All fixed
