The first place to test is from the website signin. Mail arrives there before Thunderbird sees it.
Thunderbird doesn't limit the number of emails per hour. Your email service provider does.
I'm curious about this as well. If the limit changed, having some documentation or an announcement would make it much easier for users to adapt.
