How do you merge two 3rd party toolbars?

I have a Norton toolbar and additional toolbar (TextAloud). In other browsers I can combine them so that it only takes up one line not two separate toolbar lines.

Have you tried using the Customize mode? https://support.mozilla.org/en-US/kb/customize-firefox-controls-buttons-and-toolbars

Have you tried moving the TextAloud toolbar items to a different toolbar? If you can't move those items to the Norton toolbar, how about moving those elements to the Navigation bar or the Tab strip? Experiment a bit to see what is possible.

I can't help you further, I don't use either Norton or TextAloud. And I purposely avoid extensions that use toolbars.
