"The connection has timed out" error message fix

Hello Community,

I would like to start by sharing this screenshot with you as it help gain a better picture with the below info : https://snipboard.io/9z1FVU.jpg

I tried to access this URL (on my computer using Mozilla browser): torproject.org but after quite some time to load I got the error message in the screenshot.

I tried to access the same URL on my phone through the Mozilla app and it worked.

I have experienced the "The connection has timed out" with other websites as well.

Two questions.

1) Since I want to download Tor on my computer, how can I get it to even open up this webpage?

2) How can I prevent future "The connection has timed out" error messages?

I am looking forward to your assistance.
