How and where do I find tools and account settings for my Thunderbird mail account ? I am trying to put my answer above the quote ? I can not locate these settings.

Account Settings is only under Tools if you are using the Menu Bar. If your menu bar is not showing press the alt key to make it display.
If using the AppMenu bar, square with 3 lines, it is under Options.
