After installing hp officejet pro 8600 I can't access the toolbar at the top to get access to all my bookmarks? How to get them back?

My stepson installed the hp officejet pro 8600 and can not access the top toolbar or get it sit still without wiggling. So I can not access my history, bookmarks, etc. Same with the bottom toolbar as well.

Right-click in the blank area (next to the tabs) and make sure the "Bookmarks Toolbar" option is checked. Hope this helps.
