tab groups won't add tabs, won't list tab group

I have added new tab groups but when I try to add new tabs only 4 or 5 of 7 are listed for adding tabs. I can find and open them from the down arrow menu for tabs, but again, they aren't listed as an open tab to add to.

Hi, I'm back. They seem to be working somewhat better today. It seems I have to keep adding some tabs back into the tab group they've already been in, but perhaps Firefox is healing itself.
