I have not yet found the setting that keeps Security -> Keep Logins for Sites as an active setting when FireFox is turned off and on. What am I missing?

I think that Trend Micro Password Manager can cause this issue.

If you have the "Trend Micro Password Manager" installed then try to uninstall this application via the Windows Control Panel.

Some third party password managers might turn it off. Does your security software include any features like that?

I don't know how many programs were attempting to manage my passwords, but it was definitely Trend Micro that was the culprit. Many thanks to you and to jscher2000 for responding!
