No, I do not believe that to be the case. If you have access to the profile on the device, you will be able to move across the profile, but this would require direct access and not through a web or cloud service.

Type about:support<enter> in the address bar.

Under the page logo on the left side, you will see Application Basics.’’' Under this find Profile Folder. To its right press the button Show Folder. This will open your file browser to the current Firefox profile. Now Close Firefox.

This is your current profile. Copy the folder As Is to a folder on a thumb drive. Then Copy the folder to the new system.

Fred, thank you but that sounds like I would need the old computer in working condition which it is not. I wondered if Mozilla could track them down using an IP address like the NSA would if they wanted my history.

Even if the old hard drive cannot boot up Windows, it may be readable. If so, you could attach your old hard drive to your computer as an external drive using a USB connector cable or a drive enclosure. This is a slightly technical project, but there are other forums that could provide detailed steps and a wealth of advice on these kinds of projects. Alternately, a local computer store may be happy to set you up with such a connector/enclosure for $15-30. Then you could access files from the drive any time, or back them up to another form of storage of the drive appears unreliable.
