Firefox interface is slow on Intel HD GPU

Hello, Firefox interface is very slow nad "laggish" on Intel HD GPU. Smooth scrolling isn't smooth, animations aren't smooth. I tested ESR (v24 and v31), stable, beta and nightly on that computer:

CPU: Intel i5-4460 GPU: Intel HD 4600 RAM: 2x8 GB DDR3 (dual channel, plus for intel GPU) OS: Windows 8.1 x64 Pro Latest drivers etc.

Now I use GeForce GTX 750Ti and Firefox works very well. Maybe not perfect, but it's really ok. Why can't Firefox work well on Intel GPU? I tried to disable hardware acceleration - better, but still slow. I tried to use other OS (Ubuntu 14.04) - no results. I tried create clean profile, remove all addons etc. - no results.

There is little performance improvement when I change layout.frame_rate to ~200-250, but it causes high CPU usage when I use Firefox.

And small observation... Firefox is very slow when window with webpage is maximized. When I reduced window size to 1/2 or 1/3 of maximized, Firefox can work much faster. I use 1920 x 1200 resulotion.

Start Firefox in Safe Mode to Troubleshoot the issue and to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance).
