Unable to download properly - Firefox seems to hang when downloading

When try to download programs or attachments, the downloads will appear like 9Dx4aejj.pdf.part and not fully downloaded. They are small files so it should download instantaneously. I can download fine on Safari.

I have tried moving the download folder, clearing my Firefox cache, clearing Java cache, reinstalling Firefox, and upgrading from 5.0 to 6.0 beta. I'm on a Mac.
