Firefox 116 and newer require Windows 10 as the minimum, users on Windows 7 and 8 and 8.1 have been moved to Firefox 115 ESR.

Note that current ESR is 115.33.0.

Did you miss the other 115 versions in the list like the current Fx 115.33.0esr ? https://ftp.mozilla.org/pub/firefox/releases/115.33.0esr/win32/

The Fx 115.39.0esr out on August 18 will be the last planned update unless they decide extend updates yet again.

The Download page always gives you the latest version and allows to choose 115.33.0 version for Windows 7.
