I have set the minimum size of tabs to 50 in about:config, but I still usually have more pinned and regular tabs than will fit, and it goes into the overflow arrows. Is there an add-on or configuration where I can have the tab overflow as a drop-down?

Can't you use tab groups? Please read Tab groups in Firefox and How to use AI-enhanced tab groups.
