Let’s say I have 20 tabs open, which I don’t quite remember anymore but occasionally return to. Naturally, I have the browser set to restore all tabs on startup. At some point, for one reason or another, a second browser window opens in the background. I close my main browser window, and I’m left with just this second window. When I close that one too and then reopen the browser, I no longer see my 20 tabs — I only see that second window with a single tab. In the Firefox View menu, I don’t see my 20 tabs in the list of recently closed tabs or in the list of open tabs. Is this expected behavior? Are there any plans to fix this?

This is normal behavior I think. If you close all windows at once, Firefox will reopen all windows. You can do that from the main menu ≡ > Exit (Ctrl+Shift+Q). Firefox also reopens all windows if you close them quickly one by one.

If your window is gone, you can still reopen the window manually. Go to the main menu ≡ > History > Recently closed windows. However, there's a limit on how long or how many windows will be remembered. But I don't know the exact numbers. (It also depends on certain about:config preferences.)
