It is a long time now since Thunderbird withdrew support for TLS 1.1 (Version 78), so the error is most likely not related to that. It is possible that your mail server is being run by a complete Luddite that has not addressed security as an issue in a decade or so, but to your antivirus product not allowing email downloads with it's scanning activities is the most likely candidate. Try disabling email scanning.
