You can find instructions here. However, changing that option is more of an advanced setting as it requires using the Firefox configuration editor. You may also want to try first:

1. Making scrollbars always visible:

  • Open the settings app in Windows and use the search box to search for "always show scrollbars"
  • Enable the always show scrollbars setting if it is not already enabled

2. Changing the Windows display scale:

  • This will make elements of apps such as the UI and scrollbars larger
  • Open the settings app in Windows and use the search box to search for "Change the size of text, apps, and other items"
  • Use the drop-down to change the "scale" percentage to a higher value.
