How do you manage bookmarks in the "Manage booksmarks" section? they no longer show in "All bookmarks"

No bookmarks show in "All Bookmarks" or anywhere else anymore. The Bookmarks tab only shows a small portion, and when you go to "Manage Bookmarks" they all disappear. Settings? There does not seem to be any instructions as to how to access them and put them in folders like I used to be able to do. IMac with Ventura 13.7.7
