Would you do this please :

Type in the address bar   about:config  and press Enter.
(ignore the warning)

Type in the search bar and look for the preference :

toolkit.tabbox.switchByScrolling   and set its value to   true.

Then close and restart Firefox.

The above mentioned toolkit.tabbox.switchByScrolling pref got added in Firefox 65, so isn't available for your Firefox 60.2.2 ESR version (Firefox 68 ESR would have it).
