When starting Thunderbird, a box comes up and says Thunderbird is already running when it is not (rebooting does not help).
I have also uninstalled and reinstalled Thunderbird. The same thing happens with Firefox.

This sounds like Thunderbird did not close properly. When you exit Thunderbird, allow the computer a few moments to fully close all processes before shutting down computer.
Access your Profile folder and delete the parent.lock file.
make hidden files and folders visible:
Locate your Thunderbird Profile folder:
If using Windows: C:\Users\Windows user name\AppData\Roaming\Thunderbird\Profiles\Profile name
- Find the parent.lock file in your profile folder.
- Delete that file.
- close window - top right X
- Start Thunderbird.
