Yes. I have went through that link already. But I want to make use of Communication APIs like Wi-Fi and bluetooth and many. https://developer.mozilla.org/en-US/docs/WebAPI . Am not able to access those APIs, it is mentioned as Certification Required. Can you tell me how to make my App Certified ?

Actually, I found this, which is not very promising for you:

"A certified app is intended for a critical system function like the default dialer or the system settings app on a smartphone. This type of app would be used for critical functions on a Firefox OS phone. It is not intended for third party apps, so most app developers can disregard this type of app."

Thanks for the information. Guess , I should be a OEM/ Manufacturer to access those Sensitive APIs in third party application.
