I used to be able to setup what is displayed on a new tab page. This facility only seems to be available for the home page

A new tab opens by default as a blank tab. When firefox starts open in home page/pages or blank page or restore session from last time you used it.

If you want to set a new tab to open in a different url use this add-on:
