Firefox won't let me choose where to save files although i marked that setting.

i am on Firefox 148.0. settings requires a directory in which to save downloads although i marked to always ask. i see there was a similar problem 3-4 years ago. i want firefox to always ask where to place a file but it doesn't ask at all. i want it to never automatically save a file.
