
Lost passphrase for enigmail
Do I need to remove Thunderbird and reinstall to get a new passphrase to encode and decode messages or is there a way to set a new passphrase?

You can re-install Thunderbird as many times as you want, it won't change a thing. You do need a passphrase to access your private key when decrypting messages which have been encrypted to your key. No passphrase is needed for you to encrypt to your key.
I'm guessing here, but if you're talking about the passphrase for your private key you'd better remember it. There is no recovery.
Otherwise you can create a new OpenPGP keypair and tell your correspondents to use the new key, because you lost access to your previous one.
