Your instructions to set up Firefox Sync are faulty.
I clicked on the menu button and all there is below "Developer" is my email address (JMARKSCHWARTZ at GMAIL dot COM). There is no "Sign in to Sync". Your "Note" says that "If you don't see a Sync section in the menu, you are signed in to the old version of Sync." Then there is a link entitled "How to update to the new Firefox Sync." I clicked this link and found a statement to upgrade to the latest version of Firefox. Well, I already have the latest version of Firefox, 33.0.1 on my Windows 8.1, 64-bit laptop. So what gives? Will you PLEASE let me know how I can sync all of my bookmarks and home page to my new Surface Pro 3. I've already downloaded and installed the same version of Firefox on the Surface Pro 3. Thank you.

It might take an hour or so for the initial Sync to be completed when you "add a new device" to an existing Sync account. On one occasion it took an hour even when I wasn't synchronizing add-ons. And as far as settings or preferences for add-ons, it's rare that they're synchronized, unless the particular add-on developer included that feature in their add-on.
Just give it some more time.

If your email address is already there that means you have already signed into Sync. Do you need help adding another device to Sync? How do I set up Sync on my computer? How do I add a device to Firefox Sync?
Tyler: I clicked the link "How do I add a device to Firefox Sync?" I followed Step 1 and clicked the "Menu" button. Step 2 states "Click on 'Sign in to Sync' at the bottom of the panel." As I stated before, I do not have a "Sign in to Sync" at the bottom of the panel. My email address (JMARKSCHWARTZ at GMAIL dot COM) is the place that the Step 2 instruction states that the "Sign in to Sync" should be. So the instructions are still faulty.

You are already signed in, so instead of a "Sign into Sync" you get your email address. Click it, you should get the sync manager page. The instructions aren't faulty, they just assume you haven't signed in yet, which you have.
I clicked on my email address and an "Options" window appeared. But I don't see any instructions to Sync my Firefox to another computer or tablet.
On that other Device, simply follow the same instructions to sign into your Firefox Sync Account. How do I set up Sync on my computer? will help you with that (You already signed in on one device, follow those directions on your other devices)
When signing in to my account on the other device, Firefox is telling me "unknown account" I'm signing with my email address and my password. I selected to show the actual password so that I know that I am keying the correct one. This is really becoming one big mass of frustration.
Lets do this, go to https://accounts.firefox.com, and try to log in. If you can't, change your password.
O.K. Somehow, suddenly, when I clicked on the "Sign in to Sync" on the other device (Surface Pro 3), the "Welcome to Sync" window appeared. Upon clicking on the "Manage" button, the "Options" window appeared. In the "Options" window and underneath "Firefox Account" is "JMARKSCHWARTZ at GMAIL dot COM is not verified." To the right of that is a "Verify Email" button. When clicking on the this button, nothing happens. However, I already verified my email when setting up my account on my Origin laptop. In the "Device Name" box is "JMark's Firefox on LoriMarkSurface". LoriMarkSurface is the name of my Surface Pro 3. Just as an aside, in the "Device Name" box on my Origin laptop is "JMarkS's Firefox on GabeZach". GabeZach is the name of my Origin laptop. Why would the "S" be omitted from JMarkS on the Surface Pro 3? Still need further instructions to Sync Firefox to my Surface Pro 3. Thanks.

Lets try starting over.
- On all your devices, log out of your Sync Account.
- Go to https://accounts.firefox.com, log into your account. delete your account.
- close Firefox
- Follow the directions at How do I set up Sync on my computer? to set up a new account, remember your username and password.
- Sign into that account using your other device.
I set up a new account, of course using the same email address, but with a different password. The "Sign in to Sync" on my Surface Pro 3 has be replaced by my email address, but when clicking on my email address, I get same statement that Firefox still says that my email address is not verified as indicated in my previous post. So now I am going around in circles.
If you see the e-mail address instead of of "Sign in to Sync" in the "3-bar" Firefox menu button drop-down list then you are connected to your Sync account. You can verify that in the Sync tab in Options/Preferences. There you can also specify what items to sync.
O.K. The "Get Started" button finally appeared in Step 3 of "How do I Add a Device" instructions. I clicked on it and a message appeared in the upper right-hand corner of the screen stating "Sync enable" and underneath that "Firefox will begin syncing momentarily". But nothing is happening.
The "Firefox will begin syncing momentarily" message disappeared. My email address is in place of the "Sign in to Sync" which you state the my Surface Pro is connected to my Sync account. The items (Tabs, Bookmarks, Passwords, History, Add-ons, Preferences) to sync are checked, but there are no instructions on how to actually sync. My Surface Pro Firefox should appear as a clone of my Origin laptop Firefox, but no actually syncing has occurred.
O.K. Syncing has occurred, but I don't have the File, Edit, View, History, Bookmarks, Tools, Help menus. And my Multirow Bookmarks Toolbar Plus 1.5 is not working or is it not even there?
You can find a "Sync now" button in the Customize palette that you can drag on a toolbar or in the "3-bar" Firefox menu button drop-down list to do a manual sync.
