Firefox sometimes will play content itself, and in other cases will show an Open/Save/Cancel or Save/Cancel dialog. If Firefox is downloading file without displaying options, maybe you need to turn on the "ask me every time" feature? That's in the Preferences dialog as described in this article: Startup, home page, tabs, and download settings.

If that doesn't help with the downloads you want to open without saving, could you describe what kind of downloads they are and if only one site is behaving badly, link to the page?

Note: any time you "open" a file in an external application, Firefox will have to at least save it to a temporary folder. Firefox is not designed to instruct the external application to retrieve the file directly on its own.
