misconversion (mojibake) of some mails in Japanese

tishi

misconversion (mojibake) does not happen when a mail header is as below. Content-Type: text/plain; charset=UTF-8; format=flowed Content-Transfer-Encoding: base64

It seems encoding in my Thunderbird does not match 8bit. Several years ago Thunderbird had an option to modify text encoding but I cannot find such an option in the recent versions. It would be really appreciated if anyone help. Thank you.

Thank you for your suggestion. I tried it but unfortunately it does not work...

I think this problem is caused by a sender and by a receiver separately. At least a mail from a sender with encoding by base64 does not cause this problem. And there is a receiver who can read a mail without misconversion (mojibake) even if encoded by 8bit. I would like to know the latter case in detail.
