Mozilla was testing a similar "Progressive Web Application" (PWA) feature but then discontinued it a couple years ago. There is work underway to relaunch a new design for it, but it probably will be a few months. For now, you can create a desktop shortcut for a site, but it will open in a normal window and not an application-style window. (Create a desktop shortcut to a website)
