Version 98.0.2 will not open a new "WINDOW" or a 2nd WINDOW.

Firefox version 98.0.2 will not create a new "window" since the upgrade. Now I am only allowed to have one window open and therefore have lots of "tabs" in that WINDOW. I have checked my settings. Can anyone please help or point me in a direction? thanks.
