How do I correct question marks that Thunderbird substitutes in place of a period?

When I respond to emails, my response has question marks or a series of weird punctuation marks after the period at the end of sentences when they are received. Similar to this:

"I talked with the mechanical plans reviewer.?? He agreed with my design.?? He asked that I show the fire dampers and resubmit the drawing.?? No other changes are needed."

Any ideas about why this is occurring?
