I want to have the icon in the start bar that tells me I have new mail, but I cannot find the 'menu' on the main page of my tb. I tried to do it through the help page...but my TB doesn't show a menu bar.

"File thru Help": that sounds like the menu to me.

Notifications are set up under Tools|Options|General.

Press Alt or F10 to show the menu bar.

I'm sorry, but I still don't see a menu bar...anywhere. I have the File thru Help buttons...but nowhere do I see anything that says menu or gear.
