Cant open certain websites

Cant open certain website (in all browsers), (http://www.link-elearning.com) Then i try to open from proxy site(http://blockedsiteaccess.com/), and it works. I also try from another pc and it worked.

Your IP may be blocked for some reason if you can't access that website with other browsers as well.

You can try if you can access the website via Google Translate with a random source language:

i did try to turn of modem, but nothing... i changed proxy and port in internet options > connections > lan settings > proxy now all work fine

I wanna add that i now changed DNS servers, because my provider have some tehnical issues, now all work fine.
