When I try to import all my favourites from IE (according to your procedure) all I get is the first subfolder in my favourites - everything else is missing?
Unless all my favourites can be imported with the full folder and sub-folder structure with all links in their correct place, then Firefox will be useless to me

Try doing it this way.
In IE: File > Import/Export - Export to HTML file
then in Firefox:
Bookmarks > Show All Bookmarks -> Import & Backup - Import HTML... = From HTML file
