Blocks pop ups when pop up blocker is turned off. Doesn't allow popups from sites I say allow pop ups from.

Which security software (firewall, anti-virus) do you have? Some can block pop-up, so you can check that first.

Start Firefox in Use Troubleshoot Mode in Firefox to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance/Themes).
