There are many site designer programs out there. You're after what is known as a WYSIWYG web designer program (What You See Is What You Get) (or "wizzy wig").

There is a Mozilla supported application called KompoZer which is free and does a good job.

Be aware, that this may not be the same software in which the website you're changing has been designed. It is possible that there is a proper procedure for adding the new material to the website. This is a good reason to make an initial backup of the site before changing anything.

There is a lot of Flash on that site.

You may want to consider updating your very old Shockwave Flash 10.0 r32 version.
