Firefox is not freeing its space in memory directly, but needs a few seconds, even when using CleverCash. It should free itself completely and immediately when stopped.
The machine I am running uses Windows 7 ultimate 64-bit. On another machine which uses Windows 7 Home 64-bit one has to use the Task manager to stop Firefox after closing and then restarting again because one forgot something to do.

Troubleshooting extensions and themes
Update All your Firefox Plugins
Clear Cookies & Cache
Clear the Network Cache
Check and tell if its working.
