I downloaded the newest version of firfex although each time I turn on I get asked to download the newest version, it does check and tell me I am OK. Is it normal to have this come up each time?

If files already have been downloaded then you need to remove the files in the updates and updates\0 folder.
You can delete active-update.xml and updates.xml as well if present.
