Why in WIN 7, do removed cookies not automatically go to the exceptions list as with XP?

At the risk of repeating myself... In Win XP, cookies removed from the main list are automagically added to the Exceptions list as Blocked. Not so in Win 7; you have to manually enter Exceptions. Why? Is there a fix?

This pref doesn't exist by default, so you need to create a new Boolean pref via the right-click context menu.
