How do I import my "favorites" saved on PC to bookmarks in Firefox?

I newly installed Firefox and need help to move my saved Favorites from PC to Bookmarks in FF.

Please do this:

File > Import

and follow the procedures.

Cannot do. Import is not highlighted.

Make sure you are not in the 'Private Browsing' mode:

Tools > Privacy > Customize

and make sure the "Private Browsing" is not checked.
