Blocked cookies not blocked

I am using 147 ESR and when I go to permissions and block all cookies for the site plex.tv the cookies are not blocked. If I go to the URL field and select the lock, it shows "clear cookies and site data" which means the cookies have being accepted.

Why are the cookies accepted from the site when I have set cookies "blocked"

This issue also occurs with youtube. You can see an example of the web console cookies in the enclosed image.

Hi,

If clear cookies after setting the permission to Block, doesn't that resolve the issue?
