since the update to Thunderbir 60.6.1 I have not been able to send messages.

my settings are correct, I can receive messages but cannot send messages. After about 5 minutes, the attempt to connect to the server times out. I use Ubuntu 18.04 and Thunderbird. Thunderbird worked flawlessly before the last update

Your email ISP provider MAY not be compatible with the new version of TB.

If all else fails, restore your computer to an earlier time before you updated TB, and then not let it automatically update. This might allow you to send messages again.
