How do you add custom extensions to Quantum?

Please explain what you mean by "custom extensions"? All extensions need to be signed, those that aren't signed are blocked from being installed. As it has been since Firefox 48.
You would have to use the about:debugging page if you want to install extensions temporarily for the current session.
