Can't find "organize bookmarks"

On my Bookmarks menu I cannot find the selection to "Organize bookmarks." The selections that I have are Bookmark this page, Subscribe to this page, Show all bookmarks Bookmarks toolbar, Recent tags, Recently bookmarked, and Get Bookmark add-ons. Those are followed by my folders and unsorted bookmarks. I've viewed the sidebar and "Organize bookmarks" is not there either.

Show All Bookmarks is the new name for the older Organize Bookmarks menu item.
