do you know any way to set a policy in the policy.json file to remove the "Import bookmarks" and "Getting Started" buttons that appear in the Bookmarks toolbar?

You can check the available policies here:

The toolbar customization is stored in browser.uiCustomization.state and 'browser.' prefs are supported, so you can consider to set the default for this pref to what you get if you reset the customization minus items you do not want to appear. Bookmarks are controlled by the ManagedBookmarks policy. You can't remove exiting toolbar items and bookmarks, but you should be able to manage bookmarks that appear in a new profile.
