When I try to access a website that's been blocked by my ISP, I get no "blocked" message at all, the site just times out and invites me to retry. This is incredibly annoying as not only am I wasting my time trying to load the site, but I am not even being made aware that the site has been blocked. This seems like someone is being deceptive - hiding the fact that censoring is taking place, which I find abhorrent.

I'd like to know if Firefox is to blame, or my ISP?

If the website has been blocked by your ISP, it has nothing to do with Firefox. Firefox is attempting to load the website and is waiting for a response. Because your ISP doesn't allow the website to provide a response, Firefox is stuck waiting until the timeout period is activated.

It would be up to your ISP to provide a "blocked page" warning message.
