How do I open the control panel when I have no start menu or can't open desktop

I can't find a way to open my start menu or task bar or task menu. I'd like to redo my settings to an earlier time but I can't find that option either. Also, I cannot access my desktop. All this happened when I got a message telling me that I needed to "debug my script". This happens frequently but hasn't caused this kind of issue before. I am not too adept with computers so please be gentle with geek speak so an idiot like myself can understand what's happening. Thank you, Dale Buck

I take it you are talking about Windows? Placing the mouse at the bottom of the screen should raise the taskbar.
