When a download finishes, the Download Manager window stays open but the file clears automatically. How can I stop downloads from doing this?

I can download and access files just fine, but I have to open the Downloads folder to get at them. I'd like to access them directly from the Download Manager window, but I can't because finished downloads clear automatically. I'd like for finished downloads to stay there until I click the 'Clear' button in the window. I can't find an option that affects this, so how can I do this?
