Window stating the maximum number of tabs have been opened. Even when several are closed the message continues to appear.

As noted above, upon attempting to open a new tab or a program, which attempts to open a new tab, after 10 to 15 tabs have been opened (most of which I would like to keep open) a window opens indicating the maximum tabs have been opened. The window offers to close all tabs or for me to close several. After closing (reluctantly) several windows, attempting to open a new tab still results in the maximum window appears
