Firefox saves old data when viewing a JSON file

I regularly update a JSON file from VMware. In the past (before March this year), when I clicked the link below, and then clicked "save", the file I was viewing was saved, as expected.

Since I tried this in March, it would display the new updated file when I click on the link. I then click Save, and the old file that was last saved months back is saved. Even deleting the file in the Downloads folder still saves the old file data.

I found that if I deleted all cookies and cached data for vmware.com, that the next time the latest file would be saved. I last did that in June. Today, in July, I view the file as dated 18 July, but when saved, the data from 17 June is saved in Downloads.

I'm running the latest Windows 140.0.4 (64-bit) Firefox on Windows Server 2022.

Is this a bug with JSON files? Is there something I need to do? This used to work.

As an additional comment: if opening the link in a "New Private Window" and then saving the file, it works as expected.
