Doesn't remember my tabs on opening - why - all preference settings are correct but Firefox ignores those settings

My preferences are set to remember tabs when exiting Firefox but it ignores that and just loads one of the tabs. All perferences are set as described in the Support instructions but Firefox likes to ignore those setting. So I lose my tabs completely and have to re-load them for the day - it's a time-waster. What's going on here?

If you use Delete browsing, search and download history on Firefox to clear the 'Browsing History' when you close Firefox then restoring tabs from the last session ("Save & Quit" or "Show my windows and tabs from last time") doesn't work.
